Obama says state sovereignty is important, but there will be exceptions to the rule

Obama: Important to respect state sovereignty
L’AQUILA, Italy — President Barack Obama says respecting the sovereignty of nations is important, but that some “exceptional circumstances” — like genocide — require an international response.

Speaking in Italy at the conclusion of a summit of the world’s developed countries, Obama said in response to a question that getting involved in a country’s internal affairs would not always be a “neat decision” because other countries would object.
But he also said there will be exceptions.
The president said that genocide in Rwanda was an example of a crisis that made international intervention a moral imperative.
